available, and necessary and within the scope of the collective bargaining,
pursuant to the provisions of Article 3, 4, 7, 20 and 22 of the
HUD/AFGE Agreement.

PARTICULARIZED NEED:
A. Information
will be used to determine if like penalties for like offenses is consistent
within HUD organization.
B. Information
will be used to determine if progression of penalties was taken into
consideration before rendering the proposal that was issued to .
C. Information
will be used to determine if rights
were violated under the Weingarten Act or the HUD/AFGE Agreement.
D. Information
will be used to determine if was
provided the opportunity for rehabilitation.
E. Information
will be used to determine if the actions taken against were fair and equitable and to assure
that the actions taken against were not
retaliatory because of her Union activities.
F. Information
will be used to determine if the Agency complied with the provisions of Article
22, Section 22:01 of the HUD/AFGE Agreement.
